六四：翩翩不富，以其邻，不戒以孚。
The line (Legge)
The fourth SIX, divided, shows its subject fluttering (down) - not relying on his own rich resources, but calling in his neighbours. (They all come) not as having received warning, but in the sincerity (of their hearts).

'He comes fluttering (down), not relying on his own rich resources:' - both he and his neighbours are out of their real (place where they are). 'They have not received warning, but (come) in the sincerity (of their hearts):' - this is what they have desired in the core of their hearts.
象曰：翩翩不富，皆失实也。不戒以孚，中心愿也。
In plain words
Fluttering down, not relying on wealth, it brings its neighbours along; without being warned, they act in good faith. The fourth line is the first of the upper trigram, whose three lines are all yin, "empty", hence "not wealthy"; the three yin lines come down together to meet the yang. The Small Image says none of them relies on substance, and their good faith without warning comes from the heart.

If you want to work with others, this line suggests winning them with sincerity rather than pressure. What goodwill can you offer, not just what terms?
Position
A broken (yin) line in the fourth place, which is a yin (even) place, so it is in its proper place. Its partner is line 1; one is yin and the other yang, so they respond to each other.
If this line moves
With this line moving alone, Tài changes into Hexagram 34 Dà Zhuàng (Great Power). The Jiaoshi Yilin verse for this change (Chinese): 焦氏易林·泰之大壮.
